mod_s2s: Fix interaction between s2s_secure_auth and s2s_require_encryption, in particular ensure that when s2s_require_encryption is NOT set, do not require encryption on s2s_insecure_domains.

# Prosody IM Server

## Description

Prosody is a server for Jabber/XMPP written in Lua. It aims to be easy 
to use and light on resources. For developers, it aims to give a 
flexible system on which to rapidly develop added functionality or 
rapidly prototype new protocols.
