MUC: Allow changing data attached to an only owner (fixes #1273) This previously prevented a single owner from setting their own nickname via admin query. The form method uses `true` as actor so it bypasses this check.

# Prosody IM Server

## Description

Prosody is a server for Jabber/XMPP written in Lua. It aims to be easy 
to use and light on resources. For developers, it aims to give a 
flexible system on which to rapidly develop added functionality or 
rapidly prototype new protocols.
