tools/xep227toprosody: Remove obsolete tool in favor of storage driver This tool hasn't been updated for recent XEP-0227 changes, hasn't seen many changes at all since its introduction and I don't remember anyone mentioning ever using it. Using mod_storage_xmlarchive and the migrator or the 3rd party mod_migrate tool should work better these days and should be the way forward.

No 'to' attribute:
	IQ:			Pass to appropriate handler
	Presence:		Broadcast to contacts
				- if initial presence, also send out presence probes
					- if probe would be to local user, generate presence stanza for them
	Message:		Route as if it is addressed to the bare JID of the sender

To a local host:

	Bare JID:

		Presence:	Broadcast to all resources
		Message:	Route to 'best' resource
	Full JID:

	Full JID but resource not connected:
		IQ:		Return service-unavailable
		Message:	Handle same as if to bare JID
