mod_pubsub_text_interface: Remove receipt handling (thanks meaz) This apparenly breaks Gajim, which seems to stop processing of the reply message after noting the receipt.

Description

This module intercepts disco#info queries and checks if we already know the
capabilities of this session, in which case we don’t transmit the iq and answer
it ourselves.
