mod_report_forward: Fix traceback on error message passed to datetime function If archive:get() returns an error, e.g. because it can't find a message with the given ID, it may return e.g. nil, "item-not-found" or similar where the error condition ends up in reported_message_time, which gets passed to util.datetime, which thus ends up doing math to a string or error object.

This module provides a workaround for servers that do not set the `to`
attribute on stream headers, which is required per [RFC6120]:

> initiating entity knows or expects the receiving entity to service.

As a side effect of [this issue](https://prosody.im/issues/issue/285),
Prosody 0.10 will be unable to do [Dialback][xep220] with servers that
don't follow this.

* Openfire 3.10.2 (and probably earlier versions)
