mod_smacks: Use 'smacks_max_inactive_unacked_stanzas' when inactive and no timer This separate limit should probably apply also when it somehow doesn't have a timer set.

Introduction
============

This module adds support for [XEP-0321: Remote Roster Management] which
is commonly used to allow components such as transports to modify the
rosters of local users.
