+Introduction

+[OTR, "Off The Record"](https://otr.cypherpunks.ca/), encryption allows
+clients to encrypt messages such that the server cannot read/modify
+them.
+
+This module allows the server admin to require that all messages are
+OTR-encrypted.

+Configuration
